What PNG does to file size
PNG files will be much larger than the HEIC, often five to ten times, because PNG stores photographic detail losslessly.
For sharing or uploading, JPG is almost always the better choice.
PNG will not improve the picture. The HEIC was already lossily compressed, so PNG preserves exactly what is there — artefacts included — at a far larger size.
