How to convert HEIC to PDF

Expect the PDF to be somewhat larger than the HEICs, since Apple's compression is tighter than JPEG's.
Only the still image travels into the PDF: a Live Photo's motion and audio stay behind, and depth data is dropped. For documents, that is precisely nothing of value lost.
Choosing a page size
Pick Fit image when the PDF is a wrapper, and A4 or Letter when it is a document someone will print or file.
The distinction is about what happens to the whitespace. Fit image gives the page the exact dimensions of your image, so there are no borders and nothing is scaled — ideal on screen, and the right answer when a system just wants the file in PDF form. A standard sheet instead places your image on a fixed page with margins, which is what makes a stack of photographed pages look like a document rather than a pile of photos.

Do I need to install anything?
Yes — this page is the whole tool, and it works in Safari on the iPhone itself. Select the photos, and if they arrive as HEIC they are decoded in the browser; nothing is uploaded, which matters when the photos are of your passport, your lease, or your signature. AirDropping to a Mac and converting there works identically.
One PDF or several?
One. The whole batch merges into a single PDF with a page per image, in the order shown in the strip — which is what a multi-page document should be. To get separate PDFs instead, convert the files one at a time.
