How to convert JPG to PDF

Page size is the only decision. Fit image makes each page exactly the shape of its image, with no borders and no scaling. Why convert JPG to PDF?
JPG photos become PDFs for one main reason: something demands a document.
Application portals, expense systems, court filings, and university admissions want "a PDF", even when what you actually have is a photo of a receipt, a signed form, or an ID. Choosing a page size
